December 21, 2025By far the most interesting part of the day’s proceedings on Monday was the hearing of an application of the Winchester and Washington City Railway Company for a franchise to erect its poles and string its power wires along the public road from Millville to the quarries of the Washington Building Lime Company at Bakerton. A franchise was granted for a period of fifty years, though with many restrictions to protect people who travel the road along which the wires are to run and to save the county from liability for damages resulting from accident or injury to abutting property. In addition to such restrictions, the court requires the company to pay to the county an annual tax of ten cents on every pole erected for the support of the wires, and reserved the right to annul the franchise at any time the wires become dangerous to travel along the road.
