Carter Arrest for Theft of Horse

August 14, 2024A man calling himself James H. Carter was arrested in Hillsborough, Loudoun county, Va., Thursday, and brought to this place late that night by Constable S. T. Jones, of Harper’s Ferry. The man was arrested on a warrant sworn out by Mr. R. D. Houser, who lives near Bakerton, this county, charging Carter with horse-stealing. On last Monday Carter, who was well dressed, wearing a silk hat and black Prince Albert suit, and having the appearance of a clergyman, appeared at Mr. Houser’s home and asked to hire a horse to ride to Harper’s Ferry. Upon his representations, Mr. Houser was induced to let him have the horse. He went to Harper’s Ferry and crossed the Shenandoah river into Loudoun county, and nothing further was heard of him until Thursday morning, when word came to Harper’s Ferry from Hillsborough that a man and horse answering the description given by Mr. Houser was in that place. A warrant was procured and his arrest followed. Carter claims that he intended to return the horse, but was taken sick in Hillsborough and could not return. He is now confined in jail at this place to await the action of the grand jury next November. It has been ascertained that the man giving his name as James H. Carter, who is confined in jail here on a charge of horse-stealing, is from Colorado, and has had a very remarkable and checkered career. He is a man of more than ordinary intelligence and education. There was a gentleman in this place yesterday from Oakland, Md., looking for Carter and who identified him as a man who came to Oakland about ten days ago and hired a double team of him, which he drove to Winchester, Va., a distance of ninety miles, in one day. There he left the team and hired another, in which he drove to Bakerton, where he left it and hired one from Mr. Houser. The Oakland man recovered his team, and the chief of police of Winchester was also here and recovered the team hired there. Carter is thus wanted in three States. When he arrived in Oakland he had a team, which he left there, but it has never been ascertained where it came from or to whom it belongs, and the team is still there awaiting the owner. It is said Carter traveled the whole distance from Colorado in this way. It is alleged he would refuse to pay the toll on turnpikes, and, it is charged, always managed to leave his board bill unpaid wherever he put up for the night.
